Exiled former Russian oligarch says Putin plans to “absorb” Belarus in 2030

Russia developed in 2021 a strategy to “absorb” Belarus in 2030 by taking control of the political, economic and military potential of the neighboring country, according to a document of the Presidential Administration to which the Dossier Centerof the former oligarch and opponent in exile Mikhail Khodorkovsky.

This is a document developed by the Kremlin together with the Foreign Espionage Service, the Federal Security Service (FSB), military intelligence (GUR) and the General Staff of the Russian Armed Forces in the possession of Estonian journalists, Russia, Ukraine, Belarus, the US, Germany, Sweden and Poland, says Dossier.

“The Kremlin was going to adapt Belarusian legislation to Russianmanage the foreign policy of the republic in the interests of Russia, increase the military presence on the territory of Belarus, achieve the supremacy of the Russian language over Belarusian and give Russian citizenship to Belarusians. It was planned to achieve all these goals in nine years, by 2030″, summarizes the research.

The document studied by the Dossier Center, entitled “Strategic objectives of the Russian Federation in the Belarusian direction”, would establish goals such as “adjusting Belarusian legislation to Russian legislation and subduing the socio-political, commercial, scientific and cultural life of Belarus”.

“The entire strategy of the Presidential Administration is built around these areas. Each of the objectives is divided into tasks of different urgency, until 2022, 2025 and 2030“, it states.

“In addition to harmonizing trade and economic relations, Russia plans to establish control in the sector politico-military of Belarus by 2030″, indicates the Khodorkovsky project.

According to the investigation, the tasks of Russian intelligence include limit the influence of “nationalist and pro-Western” forcescomplete the reform of the Belarusian Constitution based on their interests, and strengthen pro-Russian sentiments in the military and political elites and among the population through the introduction of “pro-Russian influence groups”.

The “strategic objectives” also mention ensuring the control of the information space of Belarus before the end of this decade and the introduction of a simplified procedure for the issuance of Russian passports to Belarusian citizens “in order to create a layer of Russians interested in integration and business circles focused on the Russian market.”

The document would also turn education “into a tool” of Russia in Belarus, since by 2030 it would aim to open exam points Unified State Exam to access the university.

“In addition, the Kremlin plans to open new science and culture centers in Mogilov, Grodno and Vitebsk”, adds Dossier Center.

Russia and Belarus signed the treaty in the late 1990s to create a state union on political and economic integrationbut it was only in 2019 that both parties agreed on 28 programs that were signed by the presidents of Russia and Belarus, Vladimir Putin and Alexander Lukashenkoin November 2021.

Most of them mainly refer to economic issues, such as the harmonization of customs, tax, labor and pension laws, the integration of monetary systems, or the creation of single markets in the energy field and common policies in the industrial and agricultural.

Lukashenko, fearing some Belarusians would lose sovereignty, has stressed on several occasions that this will not happen and that Belarus will not be absorbed by Russia.
