The decree, which comes into force today, focuses on eight axes: traditional values; youth work; reforms in the field of education; actions of the United States and hostile countries; patriotism and service to the country; creation of a state propaganda apparatus; interaction between authorities and the media; and gay propaganda.

Russia regards traditional values as the foundation of its society. “The Russian Federation regards traditional values as the foundation of Russian society, which makes it possible to protect and strengthen Russia’s sovereignty, ensure the unity of our multinational and multi-confessional country, save the people of Russia and develop human potential,” the document says.
According to the decree, Russia will create in the world the image of a country that protects traditional values. And among the objectives to achieve this is “the preservation and strengthening of traditional values, ensuring their transmission from generation to generation”, as well as “counteracting the spread of destructive ideology”.
However, it does not clarify what it means by “destructive ideology” and given the ambiguity of the concept, it is feared that it will be used to persecute dissidence or anyone who does not conform to the so-called “traditional values”.
According to the document, the traditional values can be adjusted every six years.
“The implementation of state policy in this area will contribute to the preservation and growth of the people of Russia, the preservation of the civil identity of the whole of Russia, the development of human potential, the maintenance of civil peace and harmony in the country, the strengthening of law and order, the formation of a secure information space, the protection of Russian society from the spread of destructive ideologies, the achievement of national development goals, the increase of competitiveness and international prestige of the Russian Federation,” the document says.
Actions of the United States and hostile countries
According to the decree, the United States, along with a group of so-called hostile countries, represent one of the greatest threats to traditional values.
“Traditional values are threatened by the activities of extremist and terrorist organizations, certain mass media, the actions of the United States of America and other hostile foreign states, a number of transnational corporations and foreign non-profit organizations, as well as the activities of certain organizations and individuals on the territory of Russia,” the document says.

The decree states that the interaction between the authorities and the media will become a tool to strengthen traditional values in Russia. However, state intervention in the media undermines their independence.
