“North Korea has consistently been disingenuous and reticent in contact with the South, refusing to receive messages by phone and not answering even routine calls over the Internet. “The Government firmly condemns these illegal acts, which violate the Agreement for the Protection of Inter-Korean Investments reached between both Koreas and the North Korea Gaeseong Industrial Complex Law.
